Something thats been bugging me for some time. Whenever a Soul Reaper or anyone else for that matter dies in the Soul Society, do they go to the Human world and be born in a new body or what?

I am almost 100% that during the Soul Society arc that if a Soul Reaper dies he/ she is reincarnated on Earth and the cycle starts again.

they fade into spirit particles at least thats what they've said in the manga in the arrancar arc that they become the spirit particles that make up soul society

The Soul Reapers don't technically have souls like Humans. So when they die they decay into spirit particals that build Soul Society.
This quote might help: "As I understand it, Soul Society works in the same way that the living world works. When a person dies, the physical body will decay and disperse until it is reabsorbed by the world and put into different parts of the Earth. Humans are special because they possess "soul" (an interior self made up of "spiritons", people with more spiritons tend to develope special powers) which is the stuff of the spiritual planes of Hell, Soul Society and Hueco Mundo. Beings can be born in Soul Society and likely the others as well, but considering how little we know about Hell, and Hueco Mundo Hollows' pre-occupation with devouring each other, we may never know. Of course, the Arrancar may change this...
Anyway, in the spiritual planes, everything is made up of spiritons, which are like atoms/molecules but are responsive to the will power of individuals. This is how "magic" and "powers" work, either by manipulating local spiritons, or expelling personal spiritons. People who use reiatsu in general and shinigami in specific need to eat so as to keep their spiritons at a constant level. Just a clarification.
Anyway, when something in a spiritual plane dies, the person (which is spiritons holding memories of the mortal world) is lost forever. The spiritons will eventually disperse and (I think) leak into the mortal world, either by a natural process or from actions by the Shinigami.
When a Quincy destroys a Hollow, all of its spiritons are dispersed into the mortal world, which isn't a huge problem on a small scale, but eventually Soul Society will stop receiving fresh spiritons and will no longer be able to regulate the Hollows." - beowulf8989 from onemanga

Oh, that would explain why the Soul Society is still in a Tokugawa era like system. Tech wise.
Just to clarify....so that I can understand. When a human dies, they become Hell Butterfly like things that go to the Spirit World and become the Reishi (sp?) that makes up the Soul Society. Am I correct in that hypothesis?

The Hell Butterfly is like a transportation system that bring the soul to Soul Society. However, if the Butterfly doesn't appear the soul goes to Hell.
