Well, essentially Chidori is a non-elemental attack. However, we can say that nowadays, everything is chakra elemental because people learn that it's much stronger to have an elemental... however, just remember that Chidori itself is not an elemental attack. Hence why there's no Raiton on front of it.

at first it was non elemental but sasuke added lightning too it after a while just like how naruto put wind in the normal rasengan

*facepalm* Kishimoto is too much of a fangirl for Sasuke; I distinctly remember that Sasuke said he did not want the Double Mangekyou. And the fact that he's losing his eyes over it...
