If I knew what time—and it didn't conflict with a panel I wanted to see—I'd definitely be tempted to do both, even if I only half know them, anymore. It'd still be so much fun to not only see all the characters dancing to both but to participate as well. XD
Last year, someone played the Time Warp and the zombie dance from Thriller while people danced. I was sad when I found the videos and knew I'd missed those.

(Oh yeah, Alucard and vash. Those two were great! I hope they're back this year!
As for a time... Hm... what about 4:30pm? Early enough so it's still light, late enoough for people to get there?
And there's more songs I've picked. From what I can tell, most of the cosplayers I've met ar 90's kids or at least know the songs from back then. Currently, I've got 'We like to party' by the Vengaboys, 'I like to move it', 'I'm blue' and maybe a few backstreet boys/NSYNC/other bands from back then.)
